Educado desde muito pequeno diretamente por seu pai, James Mill, se tornou numa espécie de menino superdotado intelectualmente, embora com dificuldades para suas relações sociais e com o sexo oposto.
Liberal, mas profundamente preocupado pelas questões sociais, defendeu a liberdade sindical e o cooperativismo. Também foi pioneiro do feminismo e, em sua juventude, foi preso por propagar métodos de controle de natalidade.
Discípulo de Jeremy Bentham e seguidor de David Ricardo, prestou especial atenção a temas metodológicos e avançou em muitas idéias que foram aproveitadas posteriormente pela Economia do Bem-estar.
