Economista romeno. Estudou matemática e estatística nas Universidades de Bucareste e na Sorbonne, onde obteve o doutorado aos 24 anos. |Posteriormente, estudou economia durante três anos em Harvard, como aluno de Joseph Schumpeter.
Depois de voltar a Bucareste, trabalhou para o governo romeno e participou nas negociações do pós-guerra com a União Soviética. Em 1948 fugiu de seu país se escondendo com sua mulher em barris na adega de um barco.
Nos Estados Unidos se estabeleceu na Vanderbilt University e colaborou com Koopmans e a Cowles Commission trabalhando em programação linear e teoria do equilíbrio geral.
Em meados dos anos sessenta desenvolveu idéias sobre um novo enfoque evolutivo-biológico da economia.
